The K Achievement Index examines 18 distinct achievement measures related to reading and math performance, high school graduation rates, and the results of Advanced Placement exams.

The index assigns equal weight to current levels of performance and changes over time. It also places an emphasis on equity, by examining both poverty-based gaps and progress in closing those gaps. Indicators in the index can be broken down into three sub-categories: status, change, and equity. Texas receives a D-plus in this area and ranks 30th in the nation. How Texas funds public schools is a source of debate with more than school districts suing the state , arguing funding is inadequate and unfairly distributed. Texas was ranked 50th in the country in the subcategory on children whose parents speak fluent English.

It also ranked low in adults with two- or four-year postsecondary degrees and parent educational attainment. Texas has one of the highest rates of English Language Learners in the country, and nearly 35 percent of households speak a language other than English.

In El Paso, the percentage of non-English speaking households is more than double the state rate at 73 percent. That score takes into account high school graduation rates, Advanced Placement scores and student performance on the National Assessment of Educational Progress.
